It all came about, according to Perry, during the early years of the administration of former President Dwight D. Eisenhower when friendly fishing competition was being installed as part of one of the president's programs.
"I was called in to advise on the program," said Perry, "and was asked how spoonpluggers could be prevented from winning all the tournaments.
"There just is no way, I told them, except to place a ban on trolling." Perry added. "It was agreed, and I expect that began the existing bans on trolling in tournament competition."
